Abstract

The government should really live a "tight life", to maintain a good mental outlook, do industrious and thrifty, effectively divide the central and local government financial power, power functions. The government must grasp the current national situation, make full use of government funds and resources, and ensure the interests of the broadest possible majority of the people. It must always be diligent and frugal, resolutely put an end to extravagance and waste, and use every step of government spending in key areas to ensure that the people live a "good life."
